Overview Shenyang Machine Tool (Group) Co., Ltd (SMTCL) is China's largest machine tool manufacturer. With the domestic market conquered, SMTCL then set out to extend its range of services. Its aim was to move from a pure manufacturing business to one that undertook Research and Development (R&D) and offered customized services. To achieve this, the company needed to strengthen budget planning and management across more than 10 subsidiaries. SMTCL engaged Oracle Certified Partner Beijing Noahark Consulting to implement an integrated budget management system based on Oracle's Hyperion Planning.
