Overview A bandwidth broker based architecture for a multi-HAP system with overlapping coverage is proposed in this paper. The bandwidth broker is responsible for efficiently allocating spectrum resources, responding to dynamic bandwidth requests. Results show that the bandwidth broker can be used to achieve preferable GoS performance, improved fairness and/or better approaches for spectrum charging and leasing for a multi-HAP system.
