Overview Consider the interaction between the eternally rising Internet threat on the one hand and IT department economics on the other. In March 2004, management was so disturbed their IT resources had to be shut down while the admins scurried around with a worm cleaning kit, that they allotted more money for the CSO to "fix the problem".
