Overview Ventspils is a city of 43,000 in northeastern Latvia and boasts one Europe's leading seaports. The local council wanted to improve service delivery, diversify the local economy and guide the community towards a knowledge-based society. Achieving this vision required a complete analysis of the municipality's business processes and the development of an e-government strategy. The umbrella eVentspils initiative was launched by Microsoft to undertake business process reengineering (BPR) and develop a city-wide IT infrastructure, electronic document management system and Web portal.
