Window-Based Congestion Control in TCP With Explicit Congestion Notification: Multiple Congestion
Overview This paper proposes a window-based congestion control algorithm to achieve a max-min fair sharing of the available bandwidth in ECN capable heterogeneous TCP networks. The proposed algorithm uses the successive binary congestion information provided by ECN. Based on the explicit network information, the paper estimates the fair window size proportional to the propagation delay.
