Continuity of Operations for State and Local Governments
Overview September 11, 2001 served as a wake up call to state and local governments that they needed to have more comprehensive Business Continuity Plans (BCP). Many plans before 9-11 existed as rehashed civil defense and public safety agency response plans left over from the cold war. The Federal Response Plan, which is a generalized disaster plan, mandated that the local government try to manage an incident. The state government would assist the local and, if needed, the state's governor would request a Presidential Declaration seeking federal assistance. Since 9-11, this process is being streamlined so that the federal government can support and assist local agencies more effectively and easily in the event of an incident with national impact.
