First Year Challenges for Freedom of Information
Overview On 1st January 2005, citizens became entitled to make requests for information from more than 100,000 public bodies. It follows an internationally unique lead-in period of five years since the Freedom of Information Act 2000 (FOIA) came into force, and has to be viewed alongside existing Data Protection legislation and new rights under Environmental Information Regulations. This is a voyage of discovery for British bureaucracy. It is completely unchartered territory. Cultural instincts of a traditionally hierarchical, deferential and often secret society are challenged by the new commitment of openness and transparency, and there are relatively few clues as to how the new Act will change behaviour in the coming years.
