Australian Consumers' Association (ACA) Response to the Department of Communications, Information Technology and the Arts: Spyware Discussion Paper

Overview The Australian Consumers' Association (ACA) is a not-for-profit, non-party-political organization established in 1959 to provide consumers with information and advice on goods, services, health and personal finances. The ACA defines spyware as - Spyware is code that is installed and run (or is intended to run) on a computer without the knowledge of the owner and communicates data (or stores data for subsequent communication) from that computer to another person for their possible use without authorisation or consent. This paper offers a slightly different definition, not for the purposes of semantic correctness, but to capture some of the nuances they feel attach to the debate.
