Overview This paper includes DoubleClick's responses addressing a number, but not all of the questions or issues raised in the Spyware Discussion Paper. The misuse of consumer information, particularly personal information causes the most concern. Confusion around how and where Personally Identifiable Information (PII) is used by bad actors is harmful to the legitimate and consent based use of PII or technologies which could be potentially be seen as utilizing PII, even when that use is truly beneficial and agreed to by the consumer. Despite the lack of a global definition of Spyware, consensus can likely be gained around its most common characteristics.
