All of the mobile operators in Ireland - Vodafone, O2 and Meteor - needed to implement a solution that would allow them to communicate with each other and exchange customer information securely. Vodafone approached HP to help design, manage, and implement a new technology solution in March 2002. HP suggested a Web services solution to solve the data transfer issues.
