Overview In the year since negotiating the Microsoft Enterprise License Agreement (ELA), it has become clear this ELA is the best way for the Army to simplify license tracking and budgetary planning, and to protect against price increases on key desktop and server software for the next six years. The Army Contracting Agency (ACA), Information Technology, E-Commerce & Commercial Contracting Center (ITEC4) awarded the contract, and the Army Small Computer Program (ASCP) manages the $471 million Army Enterprise Infostructure Enterprise Software Consolidation (Microsoft) (AEI-ESC (MS)) agreement with Softmart Government Services Inc., an authorized Microsoft reseller in Downingtown, Pa.
