Overview TexasOnline's combination of technological economy of scale and full-service was built into its design and was made possible by an innovative public-private relationship between the State of Texas Department of Information Resources and KPMG Consulting, Inc. Under the terms of the relationship, KPMG Consulting's investment in the project relieved state agencies and local governments of the economic risks and burdens involved in providing an online government infrastructure. It also allowed the state to set up a shared electronic framework sophisticated enough to quickly and easily accommodate a virtually endless list of government entities without compromising their individual identities.
