Video Indexing for Government Meetings

Overview One obvious use of Internet technology that arose from meetings with Montgomery County officials was the ability to stream video on the web. Simply posting three hour video streams, however, would not be particularly attractive for the potential users of such a service. How would the user be able to locate a particular decision or discussion among the rest of the footage? Having found the segment, how would the user easily return in the future? How might two citizens exchange pointers to specific video events? Some sort of video index could solve these and other problems. This paper is an attempt to reason about various design decisions and discuss how such a system might be implemented.
