Citizen Agenda-Setting, Digital Government, and the National Organic Program
Overview Digital communications technology is changing democratic governance. Federal agencies are increasingly deploying new technologies to improve citizen/government interaction. In a "Memorandum for the Heads of Executive Departments and Agencies" released by the White House on December 17, 1999, the Clinton Administration stresses the importance of upgrading the "capacity of regulatory agencies for using the Internet to become more open, efficient, and responsive?." Early efforts in the area of "digital government" have created new opportunities as well as challenges as technological innovation encounters real-world constraints.
