2002 State Expenditure Report

Overview Total state spending in fiscal 2002 was just more than $1 trillion. Reflecting both operating and capital expenditures, that figure is a 5.7 percent increase over fiscal 2001. Of the components of total state spending, state funds increased by 3.8 percent, while federal funds increased by 10.7 percent. The estimates of fiscal 2003 spending in this paper indicate that between fiscal 2002 and fiscal 2003, state spending increased by 4.8 percent, to just more than $1.1 trillion. However, those figures largely do not reflect the sweeping rounds of budget cuts states made throughout the 2003 fiscal year.
