4th Edition - Budget Shortfalls: Strategies for Closing Spending and Revenue Gaps
Overview Budget cuts are the most widely used - and immediately effective - strategy to deal with budget imbalances, and are easily instituted, both across-the-board and targeted at specific programs. States rely on budget cuts to generate short-term savings since other strategies (i.e. raising revenue) can be difficult to enact midyear. Continued slow revenue growth coupled with persistent spending pressure is forcing states to generate more creative, short and long-term adjustments. Aside from the usual budget balancing methods, states have a wide variety of other tools at their disposal. In this paper these are separated into four categories: general, revenues, expenditures, and other.
