Sustainability of EU Public Finances

Overview This paper provides an empirical assessment of the sustainability of public finances, in the sense of government solvency, in the EU, and in the US and Japan, using a simple policy rule approach and focusing on the response of the primary surplus to accumulated debt during the period 1977-2002. This paper uses a policy rule framework and focuses on the response of the primary surplus to accumulated public debt to test a sufficient condition for sustainability.
