Extending the Budget Enforcement Act

Overview The BEA built on an existing framework of budget enforcement procedures. The Balanced Budget and Emergency Deficit Control Act of 1985 established a schedule of fixed, declining deficit targets for each of six fiscal years beginning in 1986, leading to a target of zero in 1991. The Deficit Control Act also created a procedure - known as sequestration - in which spending for many federal programs would be automatically cut if the deficit for a fiscal year was estimated to exceed the target level.
