Minimum Wages, Labor Market Institutions, and Youth Employment: A Cross-National Analysis

Overview This paper attempts to address empirically the question of how other labor market policies and institutions influence the effects of minimum wages by exploiting cross-national variation in the minimum wage. In particular, the paper estimates the effects of minimum wages on youth employment rates using a pooled cross-section time-series data set comprising 17 OECD countries for the period 1975-2000. The countries in the study have strikingly different patterns of minimum wage changes over time, which helps to separate the influences of minimum wages from other macroeconomic events affecting employment in multiple countries.
