North Carolina Information Technology Procurement: Policies and Procedures

Overview On July 21, 1999, the General Assembly ratified Senate Bill 222 and it was approved on August 10, 1999 as Session Law 1999-434. The first part of the bill provides for the use of electronic payment for state and local government for payments of government fees, costs, and debts. The second portion of the bill creates the Office of Information Technology Services (ITS) in the Department of Commerce. The bill defines information technology enterprise management as a method for managing distributed information technology assets from acquisition through retirement so that total ownership costs (purchase, operation, maintenance, disposal, etc.) are minimized while maximum benefits are realized.
