Overview Passing problems on to future generations is generally an undesirable and irresponsible choice. This is especially true today. In just a few years, the baby-boom generation will begin to retire, and that will inevitably result in programs for the elderly such as Medicare and Social Security consuming a larger share of national resources. Only a few years ago there was a consensus that the nation should use the first decade of this century to prepare for this eventuality by paying down the debt and placing annual Social Security surpluses off limits so they would not be used to finance other programs.
