Assessing the HSA Coalition's Coverage Estimates for the Administration's Proposed HSA Tax Deduction
Overview The HSA Coalition report attempts to challenge M.I.T. economist Jonathan Gruber's estimates of the coverage impact of the Administration's HSA tax deduction proposal. The techniques that the Coalition uses to critique Professor Gruber's estimates are severely flawed and rest on assumptions and computations that are not valid. Gruber's estimates, in contrast to those the Coalition has produced, are based on rigorous economic analysis and the same type of microsimulation modeling that government analysts at the Treasury Department and the Congressional Budget Office use.
