Procurement and Sourcing White Papers

IdeA:marketplace - An e-Procurement System for Local Government

Overview IDeA:marketplace has an interesting pedigree in that it was established by Gary Richardson, the former Corporate Director of Assets and Resources for Slough Unitary Borough Council. While in this hot seat, Richardson reviewed systems and practices current among English and Welsh councils and looked at public and private sector best practice in the UK and abroad. After detailed study, a six month period of due diligence in which £3.5 billion worth of spend with 150,000 suppliers was analysed and the submission of best and final offers in January 2002, e-government Solutions (eGS) became the IDeA's partner and platform provider. Two months later in March, the first prototype system was installed with council officers undertaking an intensive three-week training course.
