Proposal for an Action Plan for the Implementation of the Legal Framework for Electronic Public Procurement

Overview The eEurope Action Plan called on the Council and the European Parliament to adopt as quickly as possible the legislative package on procurement Directives and on Member States to carry out a significant part of public procurement electronically by end of 2005. The first target was met in April 2004 by the entry into force of the new procurement Directives. Member States are due to transpose them into national law at the latest by 31st January 2006. Some Member States are well placed to reach the second target. However, the full potential of electronic public procurement remains largely untapped.
