Overview The penetration of Information and Communication Technologies (ICT) in all facets of human existence is leading to changes in the way humans interact within the society and the way societies involve individuals in the evolution process. It is a well-acknowledged fact that access to information plays a critical role in setting up of Governance/ Control mechanisms. This process is founded on extraction and accumulation of information and using it to the effect, which creates hierarchal structures on which power gets unequally distributed. ICT can influence the process of Governance in various ways and in varying degrees, from improving the current mechanisms of delivery of services to transforming the entire mechanism and the nature of services themselves.
