Oswestry Borough Council - Outsourcing of Direct Labour Organisation Stores

Overview The Housing Direct Labour Organisation (DLO) for Oswestry Borough Council provides a maintenance service for approximately 2,000 council houses, as well as authority offices and other buildings. In autumn 2002, one of the areas identified for improvement was the in-house stores provision. The DLO was faced with an ageing stores building requiring substantial work to rectify it. Supplies were arriving continuously throughout the day, which required checking, entering and various other procedures following management discussions, it was decided to seek alternative methods of delivery for the stores function. Various options were considered and discussions took place with interested parties. In particular, various locally-based suppliers, who appeared to have the capability to provide full stores facility, were engaged in talks. This option was eventually chosen as preferable.
