Remarks Before the National Commission on Terrorist Attacks Upon the United States

Overview While their attention understandably is focused on the war in Iraq, the worldwide war against al Qaeda and affiliated terrorist enterprises continues. Unlike the fighting in Iraq, the campaign against the terrorists does not provide the continuing flow of televised images or battlefield displays. It is a war fought largely in the shadows. They measure its progress in the periodic arrests of terrorist leaders and the passage of time without a major terrorist attack. It has been nearly 19 months since September 11, 2001. Since then, they have made considerable progress in destroying al Qaeda's base in Afghanistan and in disrupting its operational capabilities, but much remains to be done.
