Protecting Commercial Aviation Against the Shoulder-Fired Missile Threat

Overview This paper is intended to assist policymakers in formulating appropriate responses to the threat posed by MANPADS (Man-Portable Air Defense Systems) in the hands of terrorist groups. Specially, it addresses the question of whether the U.S. government should develop and deploy countermeasure systems to protect commercial aircraft from such missiles and, if so, what types of systems merit consideration.
