The Roles and Missions of the Reserve Forces: A White Paper Issued by the Reserve Officers Association of the United States
Overview In 1995, The Department of Defense Commission on the Roles and Missions of the Armed Forces (CORM) issued a report purporting to recommend changes in force structure. However, the CORM barely considered the Reserve components. Several members of Congress, dismayed that the CORM report gave such short shrift to the Reserve and National Guard, the Selected Reserve of which then comprised approximately 40 percent of the Total Force, urged the Reserve Officers Association to prepare its own report addressing the roles and missions of the Reserve Forces in the post-Cold War era.
