Overview The first line of defense against threats to the homeland depends on how one uses and how one shares intelligence. The evolving nature of threat, and the growing recognition that many contemporary threats affect all sectors of the society, have resulted in new and greater demands for sharing intelligence and information. This paper examines certain technical, procedural, and cultural obstructions to critical information and intelligence exchange. It examines how these have been and are being addressed within the federal government, at the state and local levels, and through initiatives spanning the three.
