Military Support to Homeland Security
Overview For the Department of Defense and U.S. military, the September 11 attacks required less the development of new capabilities, than a shift in focus from one centered almost exclusively on external enemies, to a balance between foreign missions and homeland security mission. Shifting the focus of Department of Defense (DOD) and the U.S. military is both easy and hard. It is easy in that procedures for analysis, evaluation, experimentation, and transformation have been inculcated over the past decade. It is difficult in that the military is by nature cautious and cumbersome.
