Toward a National Biodefense Strategy: Challenges and Opportunities

Overview The potential for deliberate use of biological weapons poses a unique and potentially grave threat to the United States, coalition military forces, and friendly and allied countries. While some of the response infrastructure and requirements will be similar, biological weapons present a distinct set of policy and operational challenges from those posed by chemical, radiological, and nuclear weapons, or even conventional high explosives. This report underscores the imperative of developing a sound national strategy but notes that any strategy must take into account the dynamic nature of the biological threat and the corresponding need for a set of flexible, adaptive resources.
