Agency Merger and Managerial Flexibility in the Department of Homeland Security

Overview This report examines the issues of agency merger and managerial flexibility in the Department of Homeland Security (DHS). The mission of DHS was to prevent terrorist attacks within the United States, reduce America's vulnerability to terrorism, and minimize the damage and recover from attacks that do occur. This report examines the creation and integration of DHS, especially the "freedom to manage" the new Department. This freedom revolves around four central issues: leadership, networking and coordination, mission compatibility, and managerial flexibility.
