E-Procurement in the Public Sector: Story, Myth and Legend

Overview This paper describes the phenomenon of e-procurement in the public sector, which is steeped in story, myth, and legend, much of it arising from the smoke and mirrors of the dot.com era. It is sometimes difficult to separate where the sales pitch for the latest solutions ends and where the reality begins. The situation is complicated in the public sector by the desire of governments to be at the forefront of technological advances and for public procurement, including e-procurement, to be used as a vehicle for the achievement of a raft of public policy objectives.
