Federal Emergency Management in the U.S.: Implications of the Terrorist Attacks of Sept. 11, 2001
Overview The Sept. 11th terrorist attacks were the first catastrophic terrorist event to occur in the U.S. and the first that required both civilian recovery and military responses. This report sought to determine the scope of the impacts and to begin the process of examining the implications for the federal emergency management systems, programs, and policies. This report discusses the defining characteristics of the attacks, the role of the media, and the initial role and functions of two of the responding agencies - the U.S. Environmental Protection Agency (EPA) and the U.S. Coast Guard (USCG) in New York City (NYC).
