State and Federal E-Government in the United States, 2003

Overview This report presents the fourth annual update on the features that are available online through American state and federal government websites. Using a detailed analysis of 1,663 state and federal government sites, the paper measures what is online, what variations exist across the country as well as between state and national government sites, and how e-government sites respond to citizen requests for information. It also examines the differences that exist across the 50 states and between the state and federal governments as well as compare the Summer, 2003 results to 2000, 2001, and 2002.
