Homeland Security and International Migration: Toward a North American Security Perimeter?
Overview This paper examines the development of homeland security policies, institutions, and procedures in the United States after 9/11 and the possibilities for cooperation and policy harmonization among NAFTA countries. Although some cooperation has already been initiated, disparity of interests among North American states presents a significant political obstacle to regime formation, as do the logistical challenges facing Canada, the United States, and Mexico.
