Overview This article addresses two questions about the joint response of the United States and Canada on border-related issues after September 11, 2001. This article examines how the two governments were able to agree on a common agenda so quickly. It then analyzes what does this experience suggests about the prospect for improved management of border-related issues and policies by Canada and the United States.
