Overview With the enactment of Check Clearing for the 21st Century Act (Check 21) effective October 28, 2004, banks will no longer be required to physically exchange original checks. The purpose of this white paper is to give the reader a broad overview of the Check 21 legislation and the impact of the legislation on item processing operations Check 21 improves the business case for decentralized image capture by potentially eliminating all transportation. Financial institutions should carefully consider the economies of decentralized image capture, and weight the advantages and disadvantages of back counter versus teller image capture discussed in this paper.
