Overview The purpose of this paper is to document the process of Recirculation Ballot #14b. The paper announces and details the procedure for IEEE 802.16 Recirculation Ballot #14b, the second recirculation of IEEE 802.16 Working Group Letter Ballot #14. By decision of the IEEE 802.16 Working Group, the scope of the recirculation ballot includes the entire draft standard and the entire set of comment resolutions.
