Overview This white paper will investigate the tariff associated with a broadband access service aimed at the consumer market. The paper also describes the issues with tariffing residential broadband DSL services. These tariff issues could likely impact business services as well. Broadband services are characterized by an access speed of at least 256kb/s with the ability to reach download speeds of 512kb/s. Broadband has become one of the fastest adopted services in consumer history already exceeding consumption rates of narrowband services in the United States. However the adoption of broadband varies significantly from market to market.
