Overview Establishing trust in a wireless Public Key Infrastructure (PKI) is crucial for the success of applications that will exploit the opportunities created by handheld wireless devices. This trust is based on the reliability of the technology, but also on a carefully implemented system of laws, policies, standards, and procedures.

This paper first examines recent legislation that will have a positive impact on the development of wireless PKI. Then it looks at the significance of the standards and policies that are used to implement the legislation. Finally, it defines some of the obstacles that might hinder progress (including the issues of anonymity, privacy, government surveillance, and internal regulations).
