Minimum Impact on Users has been achieved by only making minimal changes to the standard user interface. These changes have been tightly integrated with the Exchange and Outlook clients. The enhancements are made through a published API to prevent restrictions on the use of different Exchange and Outlook client versions. The Classification Label and the email addresses of the message drive the policy decisions. The user is only responsible for correctly labelling the email.
