Competitive Local Telecommunications Regulatory Issues

Overview This white paper provides information regarding a wide variety of issues surrounding regulation of telecommunications carriers. It is intended to identify issues facing competitive local exchange carriers (CLECs), as well as Internet service providers (ISPs), that are considering entry into regulated telecommunications markets. A threshold issue is the jurisdictional context in which regulated telecommunications services are provided. Interstate and international and some local services are subject to regulation by the Federal Communications Commission (FCC). Intrastate and most local offerings must comply with the requirements of state public service commissions.
